How do I create a simple portal site for multiple Osclass installations?

I want to create a simple portal site with links to other sites. An administrator will be used for everything. Users will sign up once for all three sites. Like this: https://www.2dehands.be/

Then you need some developer for all this. Not sure if you will find any (i'm not a developer, despite my nick name).
