What exactly is CIDRAM and what do you mean by "internet noise" ?
Sorry if this question sound naive .....
Cidram is a php script that you "add" to your web application (Wordpress, Osclass, you name it), that blocks unwanted/risky IPs.
"Internet noise" are all those small (mostly) amateur attacks and spam attempts from all over the world, every web application gets daily.
